I have no more info aboout this outfit than you have. it sounds to me like
a private organization run by someone who may have offered correspondence
courses.

It is interesting, and I have the feeling that they themselves maybe the
ones offering the certification without the blessing of any university in
TN or any govt body

I sort of like that idea. looks like it may be for-profit tutorial college
like organization.

To me it doesn't matter as long as they accomplish the purpose of teaching
folks Tamil language and the heritage that goes with it.

looks like they are action oriented and not wanting to involve the govt and
the politicians.

I wish them success in their effort.
