Subject: TSCII revision efforts - Progress report to the public

The TSCII revision efforts started once it became apparent that a long cherished goal of unifying TSCII and TAB, both 8-bit, bilingual (Tamil/English) encodings, before the TI 2001 conference at Kuala Lumpur, was not going to materialize. At Kuala Lumpur, at the conclusion of the conference, Sivaraj, Kalyan, Muthu, Ravindran Paul and I met to discuss the TSCII revision. Sivaraj summarized our discussion and posted it to the TSCII discussion list tscii@yahoogroups.com.
The TSCII discussion list is open to anybody interested in Tamil computing. New member postings are moderated to control spam. Only members can post to the list while the discussions can be read by anybody.

Following this, Dr. Kalyan suggested a schedule to discuss, approve and propagate the revisions. I am paraphrasing his suggested schedule below:
END OF OCT 2001:
Complete the design discussions and agree on the actual conent of revised TSCII 1.7.
END OF NOV 2001 :
Distribute relevant font faces, text editors, text convertors and end of field-testing of revised TSCII on all possible application scenarios
DEC 2001:
Mailing lists, web portals and fora prepare for the switch to TSCII 1.7 by running appropriate tests.
BEGINNING OF Jan 2002:
All TSCII usage on the Net switch to TSCII 1.7 exclusively.
PROGRESS REPORT:
We have completed the discussions and unit tests of the revised fonts and tools by the end of October. There was some confusion as to whether the conclusions have been formally accepted by the team. Currently, we are running a poll to formalize the acceptance.
Since the "unit tests" of the fonts and tools are complete, they are ready to be "beta tested" in the field. Once the formal acceptance is completed, I would expect a spokesman for the TSCII group will make an announcement in all the mailing lists and the web fora that use TSCII encoding regarding the availability of the TSCII 1.7 beta fonts and tools. Then the individual administrators will decide when to start the tests in their domain. TSCII group members will be monitoring the test reports to see if there are any problems with the draft revision. If the tests go smoothly, we will be ready to switch to TSCII 1.7 on Jan 1st, 2002.
By the way, TSCII stands for "Tamil Standard Code for Information Interchange". It is called tha. ku. tharam (thamizh kuRiyIttuth tharam) in Tamil. The draft proposal for TSCII was released in December 1997. So, TSCII will be four years old in a couple of weeks!
I'm sorry for the long-winded answer. But I think that I have given a fairly complete report on the status of the TSCII revision effort.
I am also copying this to the TSCII mailing list so that the TSCII group members can have an opportunity to review my statement and correct mistakes if there are any.
