The iyal there is part of the word ulakiyal where it means
literally the "nature or way of the world" rather than
the meaning of the standalone word "iyal" as in "iyaRRamiz".
And "pATal" very specifically refers to "poems"
instead of the more general "music" which covers instrumental
music.

We have to distinguish between a generic listing of such categories
and the very specific division of the concept of *Tamil*.
That is, we must have phrases like "muttamiz", "tamiz mummai" etc.,
which connect the two concepts directly.
