Greetings.
As far as reading messages in tamil script goes,
use of TSCII 1.7 8-bit encoded bilingual fonts
is necessary.
I'm giving an example:
FONTS:
-------
First go to
http://groups.yahoo.com/group/tscii/files/Avarangal/
Then dowload TSC_AvarangalFxd fixed width font.
Then go to
http://groups.yahoo.com/group/tscii/files/
Download TSC-Sri font (I'm just giving an example)
to be used as Web page font.
Install the TSC-Sri & TSC-AvarangalFxd fonts
in your Fonts folder.

After installing the TSC-Sri and TSC_AvarangakFxd fonts in your
computer,
pl. do this. Assuming you use Internet Explorer for browsing,
in the Internet Options, choose "Fonts" panel.
On the "Fonts" panel, select "Language script"
as "User defined". Choose TSC-Sri for
"Web page font" and "TSCMylai" for "Plain
text font". To read in Tamil, make sure
in "View", "Encoding" choice is "User defined".
Do a similar procedure for Netscape in case
you use it.
Please let us know once you install these fonts
whether tamil script is readable for you.

Just installing a web page font & a fixed width font
would suffice for reading tamil, a program like
Murasu Anjal or e-Kalappai or something else is
necessary to write.
