Is it possible that for state-of-the-art innovative plans, higher ranking
priority to conveying a "cheap"* image, is to convey a "quality and assured
execution is not cheap" image?

* "cheap" when it comes to state-of-the-art process inventions is more
expensive than "expensive". Nearly every "cheap" offeror does not complete
his promise. "Expensive" proposals by those with track record in execution
is cheap.

Is it possible that "cheap" proposals by those with little track record in
execution is perceived as "hmm..he won't be able to do it" and that is why
white guys are needed to convey the "quality is not cheap" image?
